Quality Early Education System
The Quality Early Education System (QEES) is generously funded by The Children’s Board of Hillsborough County in partnership with Hillsborough Community College. Program funding supports QEES in offering essential services to early childhood educators, students and families.

Business Management & Operations
This program provides support and services focused on organizational and operational management to all licensed childcare facilities and family child care homes in Hillsborough County. Services include Program Administration Assessment, Mentoring and Support, Professional Development and an 8-week intensive course.
Pathways
Pathways offers continuing education, professional development, and on-site coaching on the foundations of early childhood education. Pathways is designed to assist providers with the effective implementation of quality, developmentally appropriate, early education programming. Coaches support center directors, owners, and personnel in selecting and using educational materials and curriculum.
Shelia Dudley
With a heart full of passion and 25 years of dedication, Shelia Dudley works at Little Tots Building Blocks Academy, and she embodies the true spirit of childcare. Starting her journey in home health care, she quickly realized her calling to nurture, educate, and support children. For over two decades, Shelia has poured her heart into creating safe, loving, and engaging environments where children can thrive.
